My harp is tuned to E flat. The sheet music indicates c sharp & f sharp. Does that mean I should liftup levers C and F?

If the C# and F# are in the key signature of the piece – this means that the piece is in the key of D Major. With E flat tuning you will need to flip the Eb lever to get a E natural, the Ab lever to get A natural, the Bb lever to get B natural, and finally the F lever for F# and the C lever for C#

The following table shows what keys you can play if your harp is tuned to Eb.

Christy-Lyn has a PDF that shows which levers to flip for different keys. You can get a free copy sent to your email: https://www.learningtheharp.com/keys-quick-guide/ . There’s a preview of it at 3:10 in the video.
